Chief Executive Officer – Netbank (A Rural Bank) Inc Iann Sicat holds a Doctor of Business Administration (DBA) in Business Administration and Management from AMA University, where his dissertation focused on Valuing the Digital Finance Ecosystem for Micro-Markets: Basis for Sustainable Development Strategy, a Master of Business Administration (MBA) from the same institution, and a Bachelor of Science in Business Administration major in Finance and Financial Management from the University of Caloocan City. He began his career in 2012 at Manulife, where he developed strong expertise in financial accounting, suspense and control reconciliations, SOX controls, securities ledger management, and financial reporting. With over a decade of experience in the financial services industry, he has built his career across reputable global and local institutions including HSBC, Bank of the Philippine Islands (BPI), JPMorgan Chase & Co., ING Philippines, and CIMB Bank Philippines, and currently serves as Chief Executive Officer of Netbank after previously holding the role of Chief Operations Officer. Throughout his career, he has specialized in banking operations, GL and Nostro reconciliation, settlements and clearing, AML and sanctions compliance, BSP regulatory reporting, onboarding and KYC controls, core banking system management, credit and loan operations, payments lifecycle design, BIN sponsorship operations, interchange and scheme fee management, and transaction monitoring frameworks. He possesses strong technical proficiency in SWIFT operations, reconciliation platforms (TLM, IRecs, DUCO), Oracle and Hyperion systems, and data analytics using advanced Excel with VBA, and has led initiatives involving robotics, machine learning rule deployment, process automation, system interface testing (SIT/UAT), and agile product ownership. In parallel with his corporate career, he also served as a part-time college professor, teaching subjects in financial management, capital markets, risk management, international finance, banking, and strategic financial management, reflecting his commitment to advancing financial education and mentoring future finance professionals. He has consistently focused on strengthening internal controls, driving digital process transformation, enhancing operational risk governance, and aligning operational execution with commercial strategy to support scalable digital banking innovation and sustainable financial inclusion.
